PARKING UPDATE

When CWA and 1199SEIU heard that the parking lot lease was not being renewed at the Church near the hospital, we filed a Demand to Bargain in December of 2025. For nearly six months, CWA and 1199SEIU have been bargaining with Kaleida over parking issues on behalf of members. We have made several proposals to management regarding the entire parking situation at MFSH. In fact, several of the proposed changes that have already been implemented were a direct result of our persistent advocacy to maintain safe, adequate and free parking for our members.
It’s important to note that Kaleida was completely against resurrecting discussions with St. Greg’s for a new lease, even though we know that St. Greg’s was open to that. That did however change after months of discussions and proposals by the Union to do so.
Kaleida was finally willing to secure 50 parking spaces at St. Greg’s in the farthest back lot adjacent to the elementary school. Management reported there’s no feasible way to enforce the 50 space limitation on M-F day shift other than to issue hang tags to management employees. The idea is it frees up those spaces directly behind the building and 1542.
We did object operationalizing those spaces in that fashion and included that in our last counterproposal to management. We understood the optics of giving management a preferred area that was previously shared. The reality is in most cases the spots are the same distance to other parking spaces in front and back. Management did indicate there was no reasonable way to give tags out to every employee or make it first come first serve effectively.
On August 28, 2026, management sent what they called “a last best and final proposal” which included the following language:
“ The Employer has secured fifty (50) additional parking spots for employees on the MFSH campus Monday through Friday. MFSH management will park in the fifty (50) available parking spots in the Northern most lot on St. Gregory’s campus (next to the Elementary school) on Monday through Friday day shift to free up additional employee parking spots on the MFSH Campus. Hang tags will be issued for enforcement purposes.” (This was implemented September 2, 2026, which was communicated in an update by Kaleida).
The parties will follow Article 75 of the Master Bargaining Agreement to establish a Parking
Committee for Millard Fillmore Suburban Hospital for the purpose of identifying available
parking in the surrounding area as well as investigating other alternatives for providing parking opportunities for employees. Items for discussion via Parking Committee include:
- 1. Security concerns with parking behind 1542
- 2. Installation of Emergency call station / Blue Light Phones
- 3. Shuttle service hours and route
Below are the changes that have been made over the past few weeks and months that were included in the Unions’ proposals.
- Installed stone on the east side of 1542 to create additional permanent employee parking (the Unions proposed to pave this permanently).
- Re-striped the back lot (by the woods).
- Removed the patient only parking restriction on the second level closest to 1542.
- Install a walking pathway on the east side of 1542 within six (6) to eight (8) weeks weather permitting.
- Resurfacing and pothole repair work to begin the first week of June weather permitting to be completed August 24, 25, 26 of 2026.
- Continue to clear snow, ice, stones, and potholes to the best of our ability, including removing snow from parking areas and relocating it off site or to non-parking areas, such as green spaces.
- Continue outreach to schools to request that student’s assigned to MFSH carpool and to reinforce that they must park at 1542.
- Continue to prohibit employees from the school next door from parking in MFSH lots.
- Relocate future Epic training out of 1542 and off the MFSH campus after Epic go-live.
- Parking lots will be fully illuminated from dusk until dawn each day.
- Parking spots will in no way be made narrower for purposes of publishing increased numbers of spaces accessible to employees, visitors, patients etc.
Management would not agree to a hiring professional parking consultant, as we proposed.
