The Union's Clinical Staffing team has developed this page to give members a stronger voice in reporting unsafe staffing conditions, tracking complaint status, identifying staffing trends across our facilities, and monitoring compliance with our contract and the Clinical Staffing Law (2805-t).
This Safe Staffing Hub reflects our unionβs commitment to advocating for safe staffing, transparency, and accountability. Although the law excludes some job titles and units, we will continue to expand our tracking and trending capabilities and advocate for inclusion and proper patient care so that our patients receive the care they deserve. Submit a Staffing ComplaintWhen to Submit a Staffing Complaint
You should submit a complaint if the staffing plan is not being followed:
- Are you out of ratio?
- Did you miss a meal or rest period?
Further, any concern under Section 4 of N.Y. Pub. Health Law Β§ 2805-t can also be in violation of the staffing plan.

Protest of Assignment
Being assigned an unsafe assignment? Use the new Digital POA form to document your concerns β from any device, anytime.
- Notify your supervisor/manager of the unsafe assignment before submitting.
- Follow the process completely β an incomplete POA loses its legal weight.
- The digital form is the preferred and primary method. Continue to file your Staffing Complaint Form separately.
